Entry into Switzerland: requirements due to COVID-19

Dear Sir or Madam,

You have a supply or service order for BKW in Switzerland with a delivery or service date now or in the near future. To ensure the most seamless, punctual delivery and service provision possible, it is essential that you observe the following information.

Switzerland’s Federal Council has urgently passed the Ordinance on Measures to Combat the Coronavirus (COVID-19). In addition, various regions of Switzerland are on the travel risk lists of a wide range of countries. The rules and travel risk lists of different countries, including those of Switzerland, are constantly changing. The best way to ensure successful entry into Switzerland is if the person travelling has the following documents:

  • Residence permit or
  • Guarantee of a residence permit or
  • Confirmation of notification

New confirmations of registration (through the registration process) and permits will only be issued by the Swiss cantons if there is a public interest in the applicant’s activity in Switzerland. Due to the exceptional circumstances, the primary objective must be the protection of the population with regard to the spread of the disease. To fulfil this objective, it is imperative that the prerequisites for economic national supply be maintained. Priority is given to all activities that ensure the availability of essential goods and services in the areas of medicinal products and care, food, energy and logistics, as well as information and communication technology. This includes, in particular, maintenance work. You can find the online notification procedure for short-term work on the website of the State Secretariat for Migration (SEM).

For (cross-border) service providers, presentation of a copy of the permit (ZEMIS print-out) will suffice. Entry can be permitted as long as you can actually take up your intended employment in Switzerland. In case of doubt, please contact the relevant Migration Office or the Entry & Residence department of the SEM (see Art. 7.3, Directive on Border Controls).

For suppliers (who hold a bill of goods in the context of commercial transportation of goods):

Entry will be permitted if the person is clearly carrying out a transportation order (for example, freight forwarding) and can present a bill of goods. A bill of goods can be any document included with a dispatch of goods in which the goods included in the consignment are listed.
